Creating More Opportunities for Community Participation
Community participation is about much more than simply attending an activity. It is about belonging, building relationships, developing confidence, learning new skills and having genuine opportunities to be part of the community.
At Priority Plus Care, we are working alongside Oyster Tribe to make community-based activities and programs more accessible to people living with disability across Dubbo and the surrounding region.
At the centre of this collaboration is the Community Hub at 141 Fitzroy Street, Dubbo — a growing space where community, culture, disability support and participation can come together.
Community Programs Delivered by Oyster Tribe

Oyster Tribe delivers a growing range of community-based programs and activities through the Community Hub. These can include cultural activities, creative workshops, social programs, youth activities, community events, wellbeing initiatives and opportunities for people to simply come together and connect.
The Community Hall provides a welcoming physical space where these activities can happen within the local community. Importantly, these programs are community programs first.
People may attend because they want to learn something new, connect with others, participate in culture, build friendships or simply enjoy being part of something happening within their community.
For some people living with disability, however, participating independently may not always be possible. That is where Priority Plus Care can help.
Supporting NDIS Participants to Take Part
An NDIS participant may want to attend a community workshop, cultural activity, social event or other program being delivered through Oyster Tribe, but require individual disability support to participate safely and meaningfully.
Priority Plus Care can provide that support.
Depending on the participant’s individual needs and agreed supports, this could include assistance with:
- attending and participating in community activities
- building confidence and social connections
- communication and engagement
- personal care and daily living needs
- travel or accessing the community
- developing independence and everyday skills
- participating safely in group and community environments.
This creates an important distinction between the two organisations.
Oyster Tribe delivers and hosts the community program.
Priority Plus Care provides disability supports to eligible NDIS participants who choose PPC to support their participation.
The result is a more inclusive environment where disability does not automatically become a barrier to participating in community life.

Creating Real Community Participation
We believe community participation works best when it happens in real community environments. It should not always mean creating a separate disability-specific activity. Sometimes it means supporting someone to participate in the same cultural workshop, community event, creative activity or social opportunity happening around them.
For one participant, that might mean having a support worker alongside them while they attend an art workshop. For another, it might mean assistance getting to the Community Hub, participating in an activity, interacting with others and returning home safely.
Another person may be working towards goals around confidence, communication, social connection or greater independence.
The activity might be shared. The support is individual.
A Community Hub With More Opportunities
Having Priority Plus Care and Oyster Tribe working alongside one another at 141 Fitzroy Street creates opportunities to connect people with activities happening right within the community. Rather than disability support existing separately from community programs, the two can work alongside each other.
- Oyster Tribe can continue doing what it does best — creating community, cultural and social opportunities.
- Priority Plus Care can focus on what we do — providing individual disability supports that help people participate, build independence and work towards their own goals.
The Community Hall also includes a dedicated fitness space, creating opportunities for private fitness sessions and wellbeing-focused activities as part of the broader community environment. This adds another layer to how the Hub can support participation, confidence, routine and healthy lifestyles for people who may benefit from more personalised support.
It is a simple model, but one that we believe can create meaningful outcomes. Community programs for the community. Individualised support when it is needed.
Referring an NDIS Participant
If you are an NDIS participant, family member, Support Coordinator, Plan Manager, health professional or another service provider and would like to explore participation in an Oyster Tribe program with disability support from Priority Plus Care, please contact the Priority Plus Care team.
Our team can discuss the activity, the participant’s individual support needs and whether Priority Plus Care can provide the appropriate support for their participation.
Participation and supports are considered individually and remain subject to the participant’s choice, available NDIS funding, support needs and agreed service arrangements.
For NDIS-supported participation in programs delivered through the Community Hub, enquiries and referrals for Priority Plus Care support can be directed to PPC.
Together, Oyster Tribe and Priority Plus Care are creating more opportunities for people to participate in community life — while ensuring the right support is there when it is needed.
